How to Choose a Skincare Manufacturer: A Buyer Due-Diligence Scorecard
Use this skincare manufacturer due-diligence scorecard to compare development fit, quality evidence, packaging support and communication before placing an order.

Choose a skincare manufacturer by checking fit and evidence, not factory size or unit price alone. Before you shortlist a supplier, confirm its development route, sample-to-scale process, quality records, formula–packaging controls, change management and communication. Score every candidate against the same brief. If an important answer cannot be supported with a document, sample or named owner, mark it for clarification before you place an order.

Use a simple result for each row: pass, clarify or stop. A supplier does not need to answer every question in the first email, but it should explain who owns the answer, what evidence is available and when you will receive it.
1. Start with development fit, not factory size
First decide what the manufacturer must help you build. A brand using a ready formula needs a different workflow from a clinic developing a specific texture, pack and claims plan. Ask whether the supplier supports your route, target market, order assumptions and decision speed. 2. Test the R&D and sample-to-scale process
Do not judge R&D only by the first sample. Ask how the team records formula versions, sensory targets, packaging assumptions and approved changes. Then ask what happens between bench sample, pilot work and commercial batch. The supplier should be able to connect the approved sample to specifications and production instructions. 3. Review GMP scope and quality evidence
ISO 22716:2007 gives guidelines for the production, control, storage and shipment of cosmetic products. ISO also states that the document does not cover research and development activities or distribution of finished products. This makes it a useful manufacturing-control reference, but not proof that every part of a supplier relationship has been assessed.
For products placed on the EU market, Regulation (EC) No 1223/2009 requires manufacture to comply with good manufacturing practice. Its product information file provisions also call for a description of the manufacturing method and a statement of GMP compliance. Ask what evidence will support your actual product and market; do not treat a logo or certificate alone as the full due-diligence file.

4. Treat formula and packaging as one system
A formula can perform well in a lab vessel and still be unsuitable for a chosen pump, tube or jar. Ask who owns component specifications, compatibility planning, filling trials and artwork checks. The answer should cover both technical fit and supplier timing. If the packaging vendor has a higher minimum order or longer lead time than the bulk batch, the project plan must show how that mismatch will be handled.

- Who approves changes in resin, pump, liner, decoration or supplier?
- What happens to unused components after the first production run?
5. Put changes, deviations and release in writing
Clarify who may approve formula, raw-material, component, process, test and artwork changes. Also define who decides whether a batch is released, reworked, held or rejected. 6. Test communication with a real brief
A polished sales call does not show how the project team handles ambiguity. Send the same short brief to each candidate and compare the questions they ask. A useful manufacturer should identify missing decisions instead of silently assuming them. Start with the skincare product brief checklist and record every material answer after the call.

- Does the team explain trade-offs instead of agreeing to every request?
Shortlist decision: pass, clarify or stop
Pass a review area when the operating approach fits your brief and the supporting evidence is clear. Mark it clarify when the answer may be acceptable but lacks an owner, document or date. Stop when a critical requirement conflicts with your market, product, quality expectations or commercial plan. The goal is not a perfect score; it is a documented reason for choosing the risks you can manage.

Manufacturer due-diligence FAQ
Is ISO 22716 certification required everywhere?
Requirements depend on the target market and the role of each party. ISO 22716 is an internationally used GMP guideline, but a certificate should not replace review of the records, responsibilities and controls that apply to your product.
Should a manufacturer share the full formula before an order?
Formula access depends on the development route, ownership terms and agreement. Confirm what information you will receive, when it is provided and what happens if the relationship ends. Do not assume that ready-formula and custom-development projects use the same rights.
Can the lowest quote still be the best choice?
Yes, if the scope, evidence, support and risk allocation also fit the project. Compare like with like. A lower price is not a saving when critical testing, documentation, packaging work or change control is excluded.
