Since 1 July 2026, skincare sold in Russia moves through Chestny ZNAK under a new accounting model: business-to-business shipments are now reported as GTIN plus quantity in electronic transfer documents, while retail keeps scanning every unit at the till. Nothing about the DataMatrix code itself changed — what changed is who reports what, and it directly affects how a brand's supply contract is written. What changed on 1 July 2026

Under the volume-sort accounting model (obemno-sortovoi uchet), your Russian trading partner reports incoming goods by product code and quantity through the electronic document flow, instead of listing every individual DataMatrix serial. The per-unit reporting did not disappear — it moved to the retail counter, where online cash registers deduct each scanned code from circulation. For a brand, this means the accuracy burden shifts to document setup: the GTIN on your product must match the GTIN declared in the shipment documents, down to the product card.
This phase is transitional; the stated plan runs to mid-2028 for the first wave of categories, with some groups scheduled later. Full per-unit tracking across the chain is the end state, so treat the current window as the period to get your product data clean.

The 2025 rollout in one paragraph

Mandatory marking arrived in waves: market participants registered from 1 March 2025, then soaps in May, hair care and deodorants in July, and cosmetics and toothpaste in consumer packaging from 1 October 2025, with further groups in December. Perfume had been tracked at unit level since 2020. The 1 October 2026 marketplace gate

From 1 October 2026, marketplaces must verify marking status before a product goes live in a listing. Goods without confirmed marking or declaration get blocked, and a mismatched GTIN against the product card blocks the listing. For brands selling through Wildberries or Ozon, the practical consequence is that marking data has to be correct before the shipment leaves the factory gate — fixing a GTIN mismatch after goods arrive at the marketplace warehouse is slow and expensive.

Who registers — and who applies the codes

The Chestny ZNAK participant is your Russian importer or distributor: a foreign manufacturer is not required to register in the system. The registered participant orders codes from the system operator, and the codes reach the physical product either at your factory (if the contract says so) or at the importer's warehouse. This is the clause worth reading twice in a contract-manufacturing agreement: who orders the codes, who prints and applies them, who files the circulation reports, and who carries the fine if a batch ships unmarked. Penalties range from fines and confiscation up to criminal liability for large-scale trade in unmarked goods.
